With reference to your letter No.31927/1903 of
the 7th of September last I have now the honour to recommend
to Mr Secretary Lyttelton, Mr Thomas Luff Perkins of
4, Linzie Road, Priory Road, Hornsey for appointment as
Executive Engineer in the Public Works Department of Hong
Kong.

Particulars of the experience and qualifications of this candidate are set forth in the accompanying extract from a letter from our Consulting Engineers.
3. Mr Perkins has been passed by Sir Patrick Manson
as physically fit for the appointment and is prepared to leave this country in about 5 weeks from this date.
